A traffic challan can sit quietly for months. Then one day, you try to sell your car and suddenly that ₹500 fine becomes everyone’s problem.

That is the problem FADA and Rosmerta Digital Services are trying to address with Rosmart, a new platform designed to help vehicle owners and dealers check and resolve pending traffic violations.

The platform was introduced after the Federation of Automobile Dealers Associations, FADA, signed an MoU with Rosmerta Digital Services Limited on September 14, 2026. Rosmart gives citizens a digital point to check challan-related information and take action on pending violations. Dealers can also use it to manage cases and help customers during vehicle sales and transfers.

But there is one important thing vehicle owners should know:

Rosmart does not replace the government's official eChallan system.

The official government eChallan platform remains available for checking and paying eligible traffic challans online.

What Is Rosmart?

Rosmart.com is a compliance services platform launched by Rosmerta Digital Services in partnership with FADA.

It is designed to make traffic compliance easier for vehicle owners and automobile dealers.

According to Rosmerta, customers can use Rosmart to access challan-related services, understand pending traffic violations and take the required action. Participating dealerships can also provide access through QR codes, while dealers can upload cases in bulk.

The platform is particularly relevant when a vehicle is being:

• Sold

• Purchased

• Exchanged

• Transferred to another owner

• Processed through a dealership

Pending challans can become a problem during these transactions, especially when violations have been issued in different cities or states.

Why Did FADA and Rosmerta Launch Rosmart?

The main issue is not simply paying a traffic fine.

It is finding pending challans and resolving them before they create problems during a vehicle transaction.

FADA says pending traffic violations can become a significant hurdle in the pre-owned vehicle business. A used car may have outstanding challans from different locations, making it harder for dealers and customers to identify and resolve them.

There is also a second concern: unauthorized websites and intermediaries offering challan-related services.

Rosmerta and FADA say such services can expose vehicle owners to fraud and cybercrime.

Is the Government eChallan Portal Still Available?

Yes.

The government's eChallan system is still operational.

The official eChallan platform is an initiative of the Ministry of Road Transport and Highways, Government of India. It allows citizens to check challan details and make online payments where the service is available.

The government portal also currently carries a warning about fraudulent websites and mobile apps impersonating eChallan services. It advises users to access the official portal and not share sensitive information through suspicious calls, messages or links.

These two services should not be confused.

The important takeaway is:

Rosmart is a private compliance platform associated with FADA. The eChallan system is the government's official digital traffic enforcement platform.

Why Are Traffic Police Warning About Third-Party Challan Apps?

This issue became more visible in 2026 after Uttar Pradesh Traffic Police warned motorists against using third-party apps for eChallan payments.

The advisory specifically mentioned platforms including Car Info, CARS24 and Park+ and told users to use the official government portal or the relevant traffic police office instead. The advisory also warned about additional charges, payment delays and difficulties with refunds on third-party platforms.

That does not mean every private platform is fraudulent.

There is an important difference between a private service charging for convenience and a fraudulent website pretending to be a government service.

For vehicle owners, the safer approach is to understand exactly:

1. Who operates the website?

2. Is it an official government website?

3. What is the actual challan amount?

4. Are additional service or convenience charges being added?

5. Where will the payment be processed?

6. Will you receive a valid payment receipt?

A ₹500 fine should not mysteriously become ₹900 without you knowing why.

Does the Official eChallan Portal Charge a Platform Fee?

The official eChallan system is the government platform for processing traffic challans. It does not describe itself as a private convenience service.

However, users should check the final payment amount shown on the official payment page before completing a transaction.

What Should You Do If a WhatsApp Message Says You Have a Challan?

Be careful.

A message saying "Your vehicle has an unpaid challan. Click here to pay" can be genuine, but it can also be a phishing attempt.

The government eChallan website itself warns users about fraudulent websites and mobile apps impersonating its services.

Instead of clicking the payment link in the message:

Open the official eChallan website yourself and check the vehicle number or challan details.

That extra 30 seconds can save you from a much bigger headache.

Can Pending Challans Affect Vehicle Sale or Transfer?

They can create problems during vehicle transactions.

This is one of the reasons FADA is backing Rosmart.

FADA says pending traffic violations can become a hurdle when vehicles are exchanged, sold or transferred, particularly in the used-car market.

The government's eChallan system also states that transactions involving a vehicle or licence can be blocked at an RTO in cases involving pending challans, depending on the applicable implementation.

For someone selling a used car, therefore, checking outstanding challans before listing the vehicle can prevent an unpleasant surprise later.

Is Rosmart Free?

The launch information does not clearly establish that all Rosmart services are free.

Rosmart is presented as a compliance services platform, while the government's eChallan system is the official government service.

If Rosmart or any other private platform shows a payment amount, check the fee breakup before making the payment.

The key number to compare is:

Actual challan amount + applicable service charges = final amount you pay

If there is a difference, understand what you are paying for.

Should You Use Rosmart or the Government eChallan Portal?

It depends on what you need.

If you simply want to check and pay a traffic challan, the official government eChallan platform is the direct government channel.

If you are buying or selling a used vehicle and need help managing compliance issues through a dealership, Rosmart is designed for that type of use case.

The two platforms therefore serve overlapping but different purposes.
